The Oarsman was sculpted by David Phelps and installed in 1988. The Oarsman signifies the embrace of humor and perseverance in the face of adversity. The late 80's brought much negative news to Knoxville: the World's Fair was over, TVA decided to move its headquarters and layoff 600+ people, and the Butcher banking scandals. Therefore, the Oarsman represents Knoxville's relentless determination.
