Winnie Owens-Hart, native of Halls Hill/High View Park (HHHVP) neighborhood, developed artwork reflective of the history and values of this predominantly African American community. The patterned relief on the woman's skirt represents African scarification and includes Braille text that acknowledges the vital roll families play in the neighborhood.
